I think one of my biggest flaws as a writer is that I don't plan hardly any fic I'm writing most of the time-- and that then feeds into my desire to see the 'payoff' of the fic as soon as humanly possible, which leads to my fics being rushed. Really rushed at times...

I need to work on this. I know this. I just got to teach myself to sit down and outline at least a little. A lot of my friends who also write keep at least a basic checklist of notes to consult; maybe I could start there with that technique?

I've done several different kinds of outlining over the years. Lately I've settled into a pattern where I mostly do a direct line through to the payoff on first draft, and then go back and fill things in on the edit. (I also write out of order, so if I really need to, I can skip ahead, do the payoff, and then go back and build to it.)
